The seller sent me an email that the payment is not confirmed, in my account it is completed and debited from my bank account?
how to confirm the payment?
if i cancel the payment is there any charges will be debited from my account?

There is various reasons for this. You may have sent the payment to wrong email, or unconfirmed email address. The payment maybe under review for multiple reasons from security to the seller being a new seller and they won't realise payment until confirmed delievered to you.can you see the payment on your PayPal account when you log in? Did you get a confirmation email from PayPal? You cannot cancel a completed payment but you can open a buyer complaint if payment is completed and sent more then 7 days ago
