i have purchased an item of of ebay and recieved an email today from the seller that he can not sell me the item and that he would transfer the money back to me through pay pal and that i must cancel the transaction through the resolution centrebut has not given me any reason why and i can not get hold of him through email is this right and what should i do?

If you close the dispute, the seller has no accountability.  Once he or she sees the dispute is closed, they won't do the refund.
