Hi I would also like to ask that is it possible for me to change the billing address on my previous frozen paypal account, I do not have that registered debit card to hand. To successfully vhange the billing address do i actually need the same card that is registered with paypal to change the address or can I use a different card to do that. I really cannot use the billing address as the shipping address since paypal will link that to my new account when I purchase something from ebay. I cannot remove the card from the frozen account since this is limited. please help.
