Hi there,
Welcome to the PayPal Community.
This could be either caused by our internal security system or your card issuer declining the payment. If it is being caused on PayPal's side it is not something we can override, however you can reduce this from happening by verifying your PayPal account. it can also happen if you are traveling or using a VPN when accessing your account.
