What happens if I refuse a partial refund from a seller?

If I decline a partial refund from a seller, am I able send a comment to justify my response?For the last couple of months I've had real trouble dealing with a company who sent me a t-shirt with an awful print job. Sent emails to their support; contact forms on the website; a contact number that didn't connect; direct email to the paypal account... No response at all until I finally took up a dispute with PayPal, and also claiming to receive no message from me. They have offered me 66% partial refund claiming they have taken 20% as restocking fee... Now those numbers don't seem to add up to me and a restocking fee would imply I also have to pay to send the item back. I want to decline their partial refund offer, they've been SO much hassle. Can I send a comment to justify my declining the partial refund? Or, do I just click decline and PayPal reviews the information they already have?
