Trying to pay on ebay

I have been trying to pay on ebay and get the following message

'This card cannot be used for this transaction. You can complete the checkout with another debit or credit card. Please enter your new card information below.;

Should I enter a new card I never had a problem befre?

a payment can be stopped for so many reasons, your best option might be to contact customer service about this, log into your PayPal account and click on 'contact us' on the footer of the page and take it from there....

Normally if a payment is block/denied you will receive an error message telling you the reason why.
