Trying to get funds returned after sending to wrong recipient.

I sent funds to the wrong email address. The recipient won't answer my emails. Paypal said I used the wrong department in the Resolution centre and closed the dospute, and told me to make the claim in another department. I tried to do that, but it says the dispute is still open when I try and do what they told me!! How can i make another claim for these funds when they say it's still open? It shows no open disputes on my account??!! I want my money back!!!
