I bought an item paying with Paypal. The item turned up not as described.
I informed the seller and he said send it back for a refund.
Can I safely do this without opening a case? If I send tracked, would it be safe? would I still be able to open a case and request Paypal to intervene if the seller does not refund as he promised?
