Which platform was it? If eBay, contact their support team and explain the block to them. If the agent witnesses the block in tandem with their commitment to complete their part of the sale, they may reimburse you the cost, if eligible through the Moneyback Guarantee scheme.
Otherwise, file a dispute through the Resolution Center. Select "Item not Received" and explain it all in detail, for the claims department to bear your circumstances in mind, to make an informed decision about the case.
If you feel this seller is conning people on a wider scale, report them to Action Fraud too. They won't necessarily take action on one report, as they use it to build a wider picture of fraud activity, but if they receive multiple then the case could be passed to the police.
