Paying with balance isn't working?

I recieved $30 as a gift from a friend. I do not have a credit card or bank account to use so whenever I check out with the thing I'm trying to buy, I select "Pay with Paypal balance". I do that and hit continue and it goes back to the screen where it asks for a credit card. I noticed it also says error in the tab name. What is going on and how do I fix it to where I don't have to pay with a credit card? I do not have one so using my paypal balance is my only option. Remember, this money was a gift and did not come from a bank account.

You cannot use funds in your paypal account balance UNLESS you have a back up credit card linked to your paypal account to verify that account first.
