I have USD and GBP currencies in my paypal account and also a bank card. I want to make a payment, but USD and GBP combined do not make the full payment so I expect the rest is charged from the bank card. But in my case it seems that paypal thies to get the full sum from my bank card. Can I make paypal first use GBP (convert to USD) and USD and take the rest from the bank card?

I would advise to indeed change the GBP into USD first and to make the payment when this is completed. When all the money is converted to USD we should use this balance first and charge the card for the remaining balance.
