I am interested in buy a vehicle from a Japanese Dealer. How do I ensure the dealer is not fraudster? He asked me to paid through paypal. Can PayPal ensure my money does not get to a fraudster. What I mean is that if such a dealer can receive money through paypal. he must have registered with paypal. I jsut want to ascertain the security of my money.
