I used more than 5 different cards to pay through Paypal but getting different error with different card like " credit card can't be linked to additional PayPal accounts" and "The bank that issued your card didn't approve this transaction. Please contact the card issuer's customer service department if you have any questions."
Why it is happening ? What is the exact problem ?
Note: 4 out of 5 cards was first time register in Paypal.

Contact the card issuer as advised or customer services.

Hi mohitagnihotri5,
Welcome to the community forum.
kernowlass is right. You would be best to contact your bank to find out what's happening here. In my experience calling the number on the back of your card gets you through to the right people. When you are getting those errors the bank just tells us that we can't proceed they don't tell us why.
One thing to check though is that the details of your PayPal account match what is registered with your bank.
I hope this helps.
Rachael
