Funds available, but I can't pay!

Hello. I am a new seller on ebay. My funds became available after 21 days, but even then I couldn't use them! Paypal said that I don't have enough funds in my account. I have about 30 euro and I want to use 10, so of course I have enough funds, but Paypal won't let me use my money. Help! Why is this happening?

If you have euros in your account is the person you are paying able to accept euros??

What country / currency do you use and also your seller??
