My payment cards are based in the UK in £ sterling and I wish to buy goods for delivery in the USA priced in dollars. If I buy on pay pal, how does the cost get converted and what charges are there?

Welcome to the community forum and thanks for posting.
You will find information on currency conversion and the fees involved here https://www.paypal.com/uk/webapps/mpp/cross-border-and-conversion-fees#currencyconversion . When you are paying with a card you can choose that your card issuer does the conversion if you are not happy with the rate we have on offer that day. You will always see the full breakdown of what will be charged before you complete the payment.
