That is not possible.
You can send postage funds to the buyer as goods and services payment (add a little extra to cover PayPal fees) and they ship the return back. If they fail to do a return with that money, you can file a dispute for item not received.
The buyer can create and pay for their own return label as outlined here, if that is an option for you:
