shipping to canada being way overcharged

i have a 4x8 bubble mailer that weights 1oz shipping to canada from usa via stamps.com was never more than $5im being charged $9.50 to ship this via paypal because it has no other option but package?? What am i missing here?

Was it for First Class Intl Mail or First Class Intl Pkg Service which are two different prices.

i went with package is a 4x8 bubble mailer okay to be used for mail? it has a 1/4 inch thickeness
