"We’re unable to process your request. Please try later." When calculating UPS shipping cost?

Has anyone else run into this issue?

 

I'm trying to ship something from an invoice and I'm getting "We’re unable to process your request. Please try later." when I try to calculate cost for a label.

 

This only happens when I choose UPS as the carrier, and it happens for all service types and package types. I am trying to ship domestically (US). This works for USPS but I prefer to ship with UPS if I can.

 

I've tried it in Chrome and Internet Explorer and I get the same error.

 

I see past threads with similar issues but no resolution, so not really sure where to start.
