cant pay invoices

Good day,

I have been using paypal now for 6-7 years and have made payments with you guys for over seas purchases. i am trying to make another purchase from and invoice that my supplier sent me but i am receiving this the whole time... 

Please could you assist. is there a way topping up my paypal account with my card? We have confirmed the card as well.
