Wife Social Used For Fraudulent PayPal Account, How Do I Resolve With IRS?

Hello, We received notice from the IRS (yes, real notice and not fake) that PayPal had reported an extremely large sum to the IRS from a previous year and now she owes even more in taxes. My wife does not have a PayPal account and we have been trying to get ahold of someone on the phone but they will not accept calls and state in the automated system that we have to go login...but she does not have an account. 1.) Any help on how to figure out the details of this account linked to her SSN so we can look at the records, cancel it and report it? 2.) Anyone had any experience with the IRS with this issue? What was the correct approach and timeline to have it dropped off the tax liability. Thank you all so much. This has been stressful.
