Why is Paypal charging me an import tax on US based items ?

My last 2 orders online through Paypal had an import tax added on. The tax was totally separate from my bill to the businesses. Both stores I bought from are home based in the US and the products I bought were made in the US. I tried contacting Paypal but they woyldn't reply to my question. I contacted the businesses I bought from and they said they didn't add an import tax. If Paypal is doing this on their own, then I am not going to use them anymore.

Import tax? Did the transaction descriptions specifically say 'Import Tax'? What is the exact text? I can see "sales tax" being charged by the business but "import tax"?

It's an import tax alright, that's why I'm so upset. Paypal won't answer me, and the businesses say they didn't do it. The paypal statement shows it as a totally separate payment for import tax.
