Where has PayPal hidden the "My selling preferences" Postage methods

I'm trying to change the shipping prices for products but ALL PayPal help will tell me is...

...and this seems to no longer exist.

Can anyone tell me how to create one charge for Domestic and one for Overseas customers please?

Click Tools > All Tools 

Look for and click the Shipping Calculator module in the "Running your business" category.

Click "heart" icon to add it to the Tools menu for easy access.

The UI has changed since this reply. There is now a "Seller Tools" menu item, but there is nothing beneath that to allow update of shipping methods. 've been through every menu and submenu but cannot find this. I have previously setup per order fixed shipping which I need to change. if I can't edit it, I'll have to stop using PayPal completely, so this is a fundamental problem for me. I've contacted support direct, but not heard anything back.
