Unable to send payment without phone number

Hello,
I have a Hong Kong business PayPal account, but I am a citizen of another country. Only my business is located in Hong Kong. I am able to receive the payments from my sales and everything works fine from that side. However, when I am trying to send the payment, the system asking me to enter the Hong Kong phone number to be able to proceed. I don't have a Hong Kong phone number, only from my resident country which I used in my profile settings and it works fine for a 2-step verification login.
Is there any way to avoid this step?
