Unable to allow the transaction based shipping charges override payapl settings

I am using Woocommerce and have included shipping charges, but i am only getting payment of product. No shipping charges are being paid. And my site is live for a day. and this is costing me my money. I tried but
The only thing i could find was this 'postage calculation' and that checkbox at the bottom which says 'click to allow transaction-based charges override'. But that aint helping either.
I tried both by switching on and off the checkbox. but its still not including shipping charges.

 Somebody please help.
What could be the possible reason.
