UPS Integration to Paypal Problem

Does anyone else have this same problem, i've been having this problem for weeks now, 3 weeks to be exactly, 3 weeks of contacting Paypal and Contacting UPS. 

 

I currently have a UPS account that i want to integrate with paypal, to print UPS labels and thats it. 

i always get this problem 

 

" We’re unable to process your request. Please try later. "

 

i even get the same problem by creating a NEW account Thru Paypal.

i contacted UPS and everything is working Good on their end.

Paypal just doesn't help me or gives me any options or solutions to the problem.

 

My Paypal account is Confirmed and has no limitations, i have funds on paypal, i have bank and card connected. 

No problems with my account, even when i contacted Paypal, they told me that my account is all good.

 

they did told me that they could see me trying to connect UPS to Paypal, but that they didn't see any problems. 

 

what else should i do?
