The options on main screen on my bsns. account don't offer tools option

I am trying to follow PP helps. 

1. log into your business acct.

2  select tools from options at top of page (tools is not there)

3. select all tools 

Log into main page. On left is PP bal. next is quick links under that is actions. Blue ribbon at top of page is PP logo, summary,activity,wallet,help and community . I don't see Tools option.Can someone help me out? Thanks.
