Tax Question

I have had two vendors add a tax to a purchase.  Oregon does not have a sales tax.  One vendor said he had to add the tax because he has a bricks and mortar in his state.  Most websites such as B & H Photo, do not tax our company.  Anyone know the answer?  My understanding was that vendors were to add the tax for a purchase if the buyer is in a state with a sales tax.

In researching, I found that there are destination states and origin states.  If the seller is in a destination state, he collect taxes based on the tax in the buyer's state.   If the seller is in an origin state, he collects taxes based on his state's sales tax.  https://taxify.co/2015/08/19/origin-vs-destination-based-sales-tax/
