Shipping using Canadapost failing because insufficient funds, but balance is plenty??

This is new, what's going on?

I have been shipping for years using PayPal, saying carrier is Canadapost, and the shipping funds simply get subtracted from my PayPal balance. 

But today, it fails to compute the cost of the shipment and gives an error saying there are insufficient funds to pay... doesn't even say how much it would cost, and also says there's no credit card or bank account linked to the account to take payment from.  I have never linked a card or bank account to PayPal for payments, and I won't.  There are plenty of funds in the paypal balance to pay for shipping, what's up????

I know paypal wants us to link a credit card,in case bank transfer does not have enough fund and your paypal fund could be reversed,see,if someone file dispute ,then Paypal will withhold your fund in the paypal account.
