I wanted to print a shipping label for somebody who bought a book off of me. No where does it allow me to do this. Why is this and can I manually create a shipping label similar to an invoice? Thanks

Locate the payment transaction in activity page, there should be a Print shipping label link for it. Otherwise, use PayPal.com/shipnow
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
