It's not possible insofar you have a personal account, and the ability to enable "Return Label" feature is not available (business accounts only) as per:

Even if you have it enabled, the buyer still has to pay for the postage unless you decide to send them the funds to return as goods and services payment (to ensure they use the money to return the item to you and dispute the payment as Item Not Received, if they don't) and they need to use Ship Now - PayPal to make their postage label. If you're not paying for return postage, just send them the PayPal ship now link.
