I'm sorry to hear that there is no link for printing a label. Was the payment a sent as a payment for tangible goods? Did the sender of the payment furnish their shipping address? If the sender sent the payment as a Friends and Family payment or they selected No address needed, the shipping option would not be available. You may wish to refund the payment if this is the case and ask the sender to resend the payment, in order to make the shipping function available and allow for protection for both buyer and seller.
