I sent an item worth $1050 to France for a buyer called Harry <removed>. When the item was delivered and he received it, he tried to fool me about a custom fee and to send him money for it via western union. I declined and found it fishy. I contacted paypal about this and they did nothing except to ask me to contact the suspected fraudster again, despite knowing that he has already received the item and was insisting on his path of trying to dupe me. It's been more than a month and the payment is on hold. I sent many emails with evidence to paypal but they stopped replying. What can I do now?

I reckon a shipment valued at $1050 would trigger customs/import taxes for the buyer, who is ultimately responsible for paying that.
There is nothing PayPal can do about the customs/import tax situation itself though and was correct in telling you to inform the buyer that they are ultimately responsible for paying customs/import taxes of their country when buying from overseas.
Why is the money on hold? Did buyer open a PayPal dispute to ask you to pay for customs taxes? Or is it the 21 day PayPal hold?
You may contact PayPal again to provide proof of delivery and ask them to manually release funds if they have the 21 day hold on the money:
- Log on.
- Click HELP at the top menu.
- Scroll down and click CONTACT US.
- Scroll down to click CALL US or other contact options.
