It's for person to person transactions, sending money for paying bills such as utilities, reloading cell phones, sending money to help friends and family, not for selling and buying (commercial transactions).
If buyer do not have a PayPal account, they can pay with the credit/debit card option, found under the login fields after clicking to pay the PayPal invoice.
