As of today 2/15/19 9am PST, PayPal Invoice (https://www.paypal.com/invoice/) is unavailable where I am (Northern California)
The error message I get is: "We were not able to process your request. Please try again later."

Anyone else impacted? Any ETA for fixing?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
