No option for goods and services when sending money

I am going insane trying to figure this out...I am trying to send money for goods and services, but the paypal help page does not line up with what actually is the reality. I put in the email, then the amount, then it gives me the option to send with payment protection or someone I trust.
Is the payment protection the same as goods and services? Also, why does the paypal "how to page" not at all lineup with the actual options. I have been looking at this for half an hour, and it doesn't seem I'm the only one with this issue.
