Invoicing not working?

I have money on a prepaid card. To get it off I made an invoice to myself, so i can send the money from the card to my account. The problem? It doesn't seem to be working. Specifically, paypal itself isnt working. I have done this same sort of thing about twenty times now (generally you end up with a bit of change left on a card, so i pile it into my paypal for later use) but it wont go through.

Doing that is abuse of PayPal's account functions. You're not supposed to extract funds from cards as funds, that is against user agreement. Maybe that is why it is no longer working.
