There is no such function within PayPal invoicing.

In certain circumstances PayPal would withhold funds under their funds availability regimen on new Sellers or sellers with change of selling patterns but that is independent of invoice features.

Buyers have purchase protection. They can file a dispute for non receipt of goods within 180 days of payment.
