I have a shopify site integrated with PayPal. However, I only ship at a fixed rate per order to the U.S. because of complicated shipping costs internationally. For international orders I advertise that I will invoice thru PayPal on a customer-by-customer basis. Yet when an international customer attempts to pay, a message is returned that this business does not ship internationally and payment of ithe invoice is denied. How do I fix this?
