I could not create invoice in INR to send - need support to fix

I tried creating invoice in INR currency but I got below error 

"Transaction Blocked as cross border transaction in INR is not allowed."

Why I got this error - how do I send invoice to my client in INR currency.

I have no issues, sending invoice in USD Currency

Please guide me to resolve this issue as soon
