I need to send a seller a payment request to refund the return shipping expenses for a defect item.
The seller told me that he failed to send the money using my PayPal account email and asked me to send the payment request to his paypal email.
(I just wonder how it is possible that he failed to pay me because II have a Visa card linked to my PayPal account I use to make online orders and ebay previously refunded my defected order to this seller)
Anyway on my summary page ("paypal.com/myaccount/summary") there is only "Send Payments" button without any Request option.
How can I send the seller a payment request?
