How to get the invoice of the transaction?

Hello,

I bought the item from Ebay.com and I got double currency conversion. 

My bank told me the invoice they got from Paypal is in another currency, not USD. How can I get the invoice based on the transaction ID?

For some reason, I cannot ask your support on the page https://www.paypal.com/disputes. Messages on the page https://www.paypal.com/smc/async/home?isvenice=false also are not available to me..

Who should I contact, please?
