How to create transactions to different paypal accounts

Hi, there! 

i'm a little confused with using PayPal.
Here's a point.
There is app with accounts of businesses and users. Every user can invoice to a business. How can i organize this logic. Should i know clientId, secret for any users to invoice?
I use node js.
