How do I change my tax rate?

I have recently set up a paypal button on my site to collect payments for a product. The tax rate is set at 5% for some reason. I am in Ontario and need to change it for our province. How do I do this?

At the top menu: Tools > All Tools > Run Your Business > Tax calculator

Click the 'heart' icon to add the module to the Tool menu for easy access.

There is no Tools in the top menu as of May 2020. Help?!
