Paypal has refused to issue a refund for USPS postage paid for through them. The tracking number shows unused. My bank paid 20 and retiened it but paypal kept 122.00? I need to file? Thank you

I'm sorry to hear that you were unable to get a refund for an unused USPS label. Please take a look at this article for information regarding requesting a refund for a USPS label. Please note that USPS label refunds must be requested within 48 hours of creation.
