Getting Insufficient Permissions event though I'm Admin and have all permission

Hi Friends,

I'm trying to access:

Tools -> All Tools -> Hosted Sole Solution

But I am getting a message of insufficient permissions. I am the admin on this account and have all permissions. Why can I not access this? I've also tried to add one of our team members after adding all permissions to his account as well and he is also getting the insufficient permissions error.

Please help!
