To get things back to where you can use money in your balance, you'll probably have to complete PayPal's Customer Information Program (CIP). It may be necessary for you to contact PayPal's Customer Service to complete the CIP. If that's necessary, you may call (click Contact Us at the bottom of the page when you're logged on, then click Call Us), or send a message via Facebook Messenger (click Send Message on https://www.facebook.com/paypalusa or send a Private Message using the Facebook Messenger app) or send a message via Twitter (send a Direct Message to @AskPayPal).
