Fees on both ends?

I live in Canada and received funds from a friend in the US. He sent $90 US which converts to 120 CAD on that day. Paypal charged him $4.50USD on top of the 90 he sent PLUS only gave me $115 CAD. I assume this means they charged me ALSO. Does this seem right? On a $90 transaction this is close to 13% total, extremely steep!! I've used PP before and never paid this much.

In general, besides currency conversion fees, other fees may apply such as, for example, cross border fees or seller fees. You can find more information here.
