Estimate feature not Sending or saving as draft

I have tried repeatedly to use the estimate feature with no luck.  Each time I do an estimate and hit send I get an error message that it did not send and to try again which also fails.  I have tried to save the estimate as a draft and that too fails.  This is an extremely important and useful feature but it does not work.  Please help?  I am currently using Chrome as my browser.
