I saw that this issue was considered "solved" since it is thought to have to do with Canadian shipments, however, I'm getting this error for every order that is domestic. I did a live chat with PayPal and they say they're aware of a problem and are working on it. I hope they get the answer soon, or my store will have to get shut down.
