ERRORCODE-50023 when printing shipping label. Plenty of funds in account

"Your payment for shipping cannot be processed because it exceeds your available balance. Please add a credit card or bank to your account for completing this label purchase. ERRORCODE-50023"

I get this error when trying to calculate shipping costs prior to printing a USPS shipping label. There are plenty of funds ($900) in my account and a linked bank account. Lots of posts about this issue, but I have seen no resolution other than a work around of adding a new card (not possible in this case).

I'm having the same issue. I sold something on ebay, but can't print the postage. I have two cards linked and bank account. Funds in all, and in paypal

account but getting the error message 50023. 

There don't seem to be any answers that I can find?  

Very frustrating. Paypal really don't care about their customers.

Same issue here.  When I add $2750 in insurance it says this.

Ditto. Yesterday it was fine. Now it's messed up.
